(A) No person shall lead, bring or allow to be loose upon any portion of park system, any animal, except on such places and at such times as the Board of Trustees may designate by resolution.
(B) The owner of every animal shall be responsible for the removal and sanitary disposition ofexcreta deposited by his animal anywhere in the park system. When accompanying the animal onto the park system, the owner shall have on his person suitable means for the removal of such excrement that will then be placed in a refuse container for sanitary removal.
