§ 31.123 POWERS AND DUTIES.
   (A)   The Director of Community Development shall have the following powers and duties:
      (1)   Planning, zoning, and land use administration. The Director of Community Development shall be generally responsible for planning, budgeting, organizing, staffing, and supervising the administration of the zoning ordinance and the subdivision ordinance. The Director shall also coordinate annexation petitions, administer development and subdivision negotiations and agreements; administer and supervise development planning; review development ordinances; and assist the Planning and Zoning Commission in the fulfillment of its duties.
      (2)   Meetings. The Director of Community Development shall attend all Planning and Zoning Commission and other meetings as prescribed by the Village President, Board of Trustees or Village Administrator. Attendance at these meetings is a fundamental component of the Director's duties, and no additional compensation will be provided for attending the meetings.
      (3)   Building Department. The Director of Community Development shall also supervise the Building Department. It shall be the duty of the Director of Community Development to supervise the inspection of all buildings and structures being constructed, repaired or altered, as frequently as may be necessary to insure compliance with village ordinances and to supervise those individuals empowered to act as code enforcement officers, building inspectors, and plumbing inspectors. The Director of Community Development and those individuals empowered to act as code enforcement officers, building inspectors, and plumbing inspectors, as well as Police Officers (collectively "Code Enforcement Officers") are empowered to issue citations for offenses pertaining to property and health and safety (e.g., Chapters 50, 91, 93, 94, 95, 131, and 136), as well as violations of Title XV, including building regulations, flood hazards and other land use controls and codes, and further including but not limited to the subdivision and zoning ordinances. The Director of Community Development and the Code Enforcement Officers shall prosecute said citations through the Code Hearing Department in accordance with the procedures set forth in the Village Code of Ordinances.
   (B)   Work shall be performed under the general administrative direction of the Village Administrator and shall be reviewed through conferences, reports and independent audits. The Director shall supervise and review general procedures, methods and results of the various functional units of the Community Development Department.
   (C)   All employees assigned to the Community Development Department shall perform their duties subject to the orders and under the supervision of the Director of Community Development. The Director shall confer with and advise subordinate personnel on work problems, conduct meetings with technical staff, explain work techniques and resolve operational problems when necessary for the efficient operation of the Community Development Department. The Director of Community Development shall arrange for each Code Enforcement Officer issuing a citation to attend the hearing and other proceedings of the Code Hearing Department, and the Director may call upon the Village Attorney for assistance in prosecuting said matters as the Director shall, in his or her discretion, deem appropriate.
