Unless otherwise provided within this chapter, the surface of land in Lexington County shall not be disturbed or altered for any purpose whatsoever, nor any identified major drainage channel impeded or encroached upon, nor any construction commenced in a designated flood area, except in accordance with a sediment control and storm drainage plan approved by the Soil and Water Conservation District and Planning Engineer and/or a flood control plan approved by the Planning Engineer. A permit indicating the approval shall be issued by the Planning Engineer or his or her designated representative prior to any construction, grading or land disturbance of any nature. Waiver of the permit may be granted upon determination that the integrity of this chapter will not be violated by the action.
