(A) Immediately upon the issuance of a proclamation, regulations and restrictions set forth under this chapter become effective and remain in effect until the water shortage is terminated and the proclamation rescinded.
(B) Water uses, regulated or prohibited under this chapter, are considered to be non-essential and continuation of uses during times of water shortage are deemed to constitute a waste of water, subjecting the offender to penalties under § 155.99.
