§ 111.27 COLLECTOR’S MINIMUM SERVICE REQUIREMENTS.
   (A)   Each collector must comply with the following minimum service requirements.
   (B)   Failure to comply with these requirements may result in termination of the franchise by the Town Council.
      (1)   Within the franchise area the collector shall provide dependable solid waste collection service to all single-family and duplex residential households which elect to subscribe to and pay for the service.
      (2)   Collection and pick-up service shall be provided to customers on a regular schedule approved by the staff which shall provide for the collection of household garbage on at least two (2) days per week and yard rubbish at least one (1) day per week.
      (3)   Collection and pick-up service during holiday periods shall be provided on a schedule established by the staff which will provide for fewer daily collections during recognized holiday periods. This schedule shall be coordinated with the holiday schedule of the county landfills so that there is no interruption in the disposal of solid waste.
      (4)    Each collector shall at all times conduct his or her solid waste collection business so as to conform with any and all regulations, rules and requirements as may be imposed from time to time by any governmental agency having legal authority in regard thereto.
      (5)   Each collector shall furnish a collection schedule to each of its customers.
      (6)   Each collector shall furnish to the staff a list of all his or her customers and shall correct and update the list every three (3) months. The town reserves the right to audit the billing list.
      (7)   Each collector shall furnish to the staff his or her collection route schedule which shall not be changed or adjusted without prior approval of the staff and notification thereof to his or her customers.
      (8)   Each collector shall dispose of solid waste only at disposal sites approved by the staff.
      (9)   It is the responsibility of the collector to actively solicit customers. However, no undue coercion or influence shall be used to persuade residents to subscribe to the collector's service.
