(A) Within the incorporated areas of the Town of South Congaree, no owner, occupant, tenant or lessee of any public or private property shall permit thereon the accumulation of any household garbage except in the plastic bags or sanitary covered cans or other containers as may be approved by the staff.
(B) Within the incorporated areas of South Congaree, no person shall permit the accumulation of any type of waste materials.
