Owners of private property, for the purpose of adequate drainage along the side of U.S. Highway No. 169, and all streets in the town shall place culverts at least 18 inches in diameter, made of corrugated iron under their driveways to the highway and the streets of the town, provided that smaller culverts may be placed under driveways on streets other than through highways and U.S. Highway No. 169, but all such culverts and driveways shall be subject to inspection and approval by an Inspector designated by the Board of Trustees.
