No permit shall be issued or be valid if issued for the permitting and keeping within the town, a combined total of more than two large animals or ten small animals, but limited to no more than four dogs. No permit shall be issued or be valid if issued for more than one large animal for each acre of land. No more than one permit may be issued for each location within the town.
