§ 74.22 RULES AND REGULATIONS.
   Golf carts may only be operated on streets and alleys within the town in accordance with the following rules and regulations:
   (A)   (1)   Any person who operates a golf cart in the town takes full responsibility for all liability associated with operating such vehicles.
      (2)   Any and all golf carts operated upon the streets must be insured by a currently effective liability insurance policy in the same minimum amount as is required for motor vehicles which operate upon the street by the laws of the state and their drivers shall further possess on their person, while operating such golf cart proof of such liability insurance
   (B)   No person shall operate a golf cart on any street without having in his, her, or their possession at all times, an unrevoked and unsuspended Class D operator’s license as required by the laws of the state to operate motor vehicles and further with such person being at least 16 years of age.
   (C)   No person shall operate, and no owner of any golf cart shall permit another person to operate a golf cart upon any town street unless such operator is in full compliance with this section.
   (D)   Golf carts may not operate at any time upon U.S. Highway 169 except when making a perpendicular crossing of U.S. Highway 169 at approximately 90 degrees and then only by using 3rd Street.
   (E)   Golf carts operating upon the streets in locations may not be equipped with enhanced muffler systems which when operated are unreasonably louder than stock systems, and no person shall operate any golf cart that unreasonably disturbs the peace and quiet of any person or neighborhood.
   (F)   Every person operating a golf cart upon the streets shall be granted all rights and shall be subject to all the duties applicable to the driver of a motor vehicle by the laws of the state, including, in particular, the provisions of 47 O.S. § 11-1116(C) and the traffic provisions of this code applicable to the driver of a motor vehicle.
   (G)   Any person operating a golf cart upon the streets shall obey the instructions of official traffic control signals, signs, and other traffic control devices applicable to vehicles, unless otherwise directed by a police officer.
   (H)   It shall be an offense for any person to operate a golf cart at any location not specifically provided for hereinabove or in violation of any of the provisions of this section.
   (I)   Golf carts operating upon the streets must be equipped with headlights, running lights (front and rear), tail lights and brake lights of a type, kind and nature equal to or better than such similar equipment required on motorcycles authorized to travel on state highways, with such headlights and running lights illuminated at all times the golf cart is being operated.
   (J)   Golf cart may not be operated on the sidewalk.
   (K)   Golf cart drivers must yield the right-of-way to overtaking vehicles at all times.
   (L)   Any person who operates a golf cart on the streets of the town must adhere to all applicable state laws concerning the possession and use of alcoholic beverages and illegal drugs, as well as other state traffic laws.
   (M)   The maximum occupancy of golf cart traveling on town streets shall be equal to the amount of safety belts or passenger restraints in the golf cart, if originally equipped.
   (N)   No child under the age of four shall be allowed to ride in a golf cart at any time.
   (O)   Golf carts are only allowed to park in handicapped parking spaces if the driver or at least one passenger has a valid handicapped parking sticker.
   (P)   The operator of a golf cart shall obey all ordinances of the town and all provisions of the state’s Motor Vehicle Code, as amended from time to time, and which ordinances are incorporated herein as if set out in full.
   (Q)   Miscellaneous rules.
      (1)   No person operating a golf cart shall ride other than upon the permanent and regular seat affixed thereto.
      (2)   Every person operating a golf cart upon the streets shall ride as near to the right-hand side of the street as practicable, and shall not pass any vehicle being operated in the same direction of travel.
      (3)   Every person driving a golf cart upon any street shall ride only one abreast.
      (4)   The operator of a golf cart shall yield the right-of-way to all pedestrians and vehicles approaching or traveling along any town street or other authorized location.
