(A) The Zoning Board of Appeals shall enact, from time to time such rules and regulations necessary to carry out its purpose and exercise its powers.
(B) The Board shall organize, meet, and act in accordance with the Charter of the village.
(C) All action taken by the Board or by a member of the Board shall be in accordance the Charter of the village and the general laws of the state and only upon the affirmative vote of at least three members.
(D) The Board shall hold public meetings except as authorized by the law of the state.
