Annually, not later than the second Monday of the first month of the calendar year, the Tree Commission shall elect, as a minimum, a Chairperson and Secretary. The Tree Commission shall adopt rules necessary for the conduct of affairs in keeping with the provisions of this subchapter. Meetings shall be held at the call of the Chairperson and at such other times as the Tree Commission may determine. All meetings shall be open to the public. The Tree Commission shall keep minutes of the proceedings and official actions, all of which shall be a public record.
