Any person who has applied for a license or registration certificate in accordance with this chapter and to whom the Village Manager has, after an investigation, denied a license or registration certificate may appeal to the Commission. The Village Manager shall file notice of such appeal with the Village Clerk within five days after the denial. The Commission shall hear such appeal at the next regular meeting and its decision shall be final.
