§ 93.04 POWERS AND DUTIES OF THE TREE COMMISSION.
   (A)   The Tree Commission shall have the power to study, investigate, plan, advise, report and recommend to the Village Commission any action, program, plan or legislation which the Tree Commission shall find or determine to be necessary or advisable for the pruning, trimming, planting, replanting, maintenance, care, preservation, removal and disposition of street trees in or on the tree lawn, in or on the public right-of-way, and in or on property owned by the village.
   (B)   The Tree Commission shall have the authority and jurisdiction for regulating the pruning, trimming, planting, replanting, maintenance, care, preservation, removal and disposition of street trees in or on the tree lawn, in or on public right-of-way, and in or on property owned by the village to ensure safety and/or preserve the aesthetics of such public sites, in accordance with the permit system contained in the terms of this chapter, and in conformity with any ordinances specifying plans and locations of street trees.
   (C)   Notice of pending permit applications and hearings on such applications shall be posted at the village offices.
   (D)   Authority to call a special meeting of the Tree Commission shall be vested in:
      (1)   The Mayor of the village; and
      (2)   A member of the Tree Commission of the village.
   (E)   The regularly scheduled meetings of the Tree Commission shall be as follows: the first Thursday of the months of January, April, July and October.
   (F)   There must be a four-sevenths majority vote by members of the Tree Commission for a bylaw to be recommended as part of any ordinance to be presented to the Village Commission; and four- sevenths of the members of the Tree Commission must be present before any business can be conducted at the regularly scheduled meeting of the Tree Commission and/or special meeting of the Tree Commission called by the Mayor or member of the Tree Commission.
