§ 91.16 CONSTRUCTION AND MAINTENANCE.
   (A)   The Village Manager is authorized and empowered to determine where sidewalks need to be constructed and what sidewalks are defective and in need of repair. The Village Manager may designate an agent to act as Sidewalk Inspector.
   (B)   When the Village Manager has determined that there is a need for the construction or repair of sidewalks within the village, he or she shall notify the Village Commission and the Solicitor of such facts.
   (C)   The Commission and the Solicitor shall then follow the procedures set forth in R.C. §§ 729.01 et seq. to require the construction or repair of such sidewalks.
   (D)   Pursuant to R.C. § 723.011, the Village Commission hereby determines that the owners and occupants of abutting lots and lands shall keep the sidewalks, curbs and gutters in repair and free from nuisance.
   (E)   Sidewalks shall be required on both sides of the street in all residential subdivisions where the predominant lot width is 100 feet or less, and on one side where the predominant lot width is greater than 100 feet but less than 150 feet. The Zoning Inspector may require that sidewalks be constructed where lot frontage is greater than 100 feet where they may be essential to better circulation or to access to schools, playgrounds, shopping centers, transportation depots or other facilities. In any case, on major thoroughfares or residential streets serving as collectors of traffic from minor streets, sidewalk widths shall comply with those set forth in the village’s subdivision regulations adopted April 1, 1996 and adopted by reference in Chapter 151 of this code of ordinances.
   (F)   Public sidewalks shall be required for all commercial lots.
   (G)   Public sidewalks may be required for industrial lots, subject to the approval of the Planning and Zoning Board.
   (H)   The minimum thickness of sidewalks shall be four inches. At driveways, and other points of vehicle crossing, the thickness shall be six inches. Sidewalks shall extend to the curbs at all intersections and shall include wheelchair ramps and, where necessary and prescribed by law, truncated domes.
