The funds received from collection of the service charge authorized by this chapter shall be deposited daily with the Village Clerk and shall be accounted for and be known as the Storm Water Sewer Fund and when appropriated by the Village Commission, shall be available for the payment of the cost and expenses of the management, maintenance, repair, upgrading and replacing of the village storm water system and for enlargement or replacement of the storm water sewer system.
