In order to pay the expense of operating, managing, maintaining, repairing, upgrading and replacing the storm sewer system of the village and any other costs related thereto, there is hereby established a flat quarterly fee of $6 upon all lots, lands and premises having connection with the storm sewer system of the village. The proceeds of the collection of such fee shall be for the use of the storm sewer system of the village. The flat $6 charge shall be in effect until such time as the Village Commission otherwise ordains.
