(A) Every owner or lessee of a building on any street in the village shall, within 30 days after receiving from the Village Manager notice of the proper number of such building, place the number in a conspicuous place on the front of such building. The figures of such number shall be not less than three inches high and shall be painted or shall be made of metal, porcelain or other durable material. Such number shall be maintained upon such building at all times and no number other than the one assigned thereto shall be placed or permitted to remain upon any such building. All broken or defaced figures shall be promptly replaced or restored to their proper condition so that they may at all times be distinctly read.
(B) Streets crossing or terminating in Jamestown Street shall be numbered north and south therefrom and streets crossing or terminating in Chillicothe Street shall be numbered east and west therefrom, and streets not connecting with Jamestown Street or Chillicothe Street shall be numbered as though such streets were extended to Jamestown Street or Chillicothe Street. Consecutive odd numbers shall be used upon the south and west sides and consecutive even numbers upon the north and east sides of all streets.
(C) The Village Manager shall assign the proper number to each lot or building within the village in accordance with the provisions of this chapter and with the general plan or map of block numbers presently in use within the village, which map is hereby made a part of this chapter and the Village Manager shall from time to time cause detailed maps or other suitable records of buildings or lot numbers to be prepared and kept on file in the office of the Village Manager. It shall be the duty of the Village Manager to notify the owners or lessees of all buildings, upon any of the streets of the village, of the proper numbers of such buildings and to require such numbers to be affixed thereto.
(D) The Village Commission may, by ordinance, authorize specific exceptions to the street numbering system described in divisions (B) and (C) above.
