When the South Charleston Fire Department responds to a fire or emergency call relating to any motor vehicle owned by a nonresident of the City of South Charleston or any business who does not pay taxes to the City of South Charleston, the City Treasurer shall assess a fee of two hundred fifty dollars ($250.00) upon the owner of such vehicle or business. An additional fee of seventy-five dollars ($75.00) shall be assessed upon such owners for each Fire Department vehicle remaining on the scene of the fire or emergency for each thirty (30) minute increment after the initial first hour of fire or emergency service. Such owners shall also be liable for, and the City shall have the right to recover, the cost for the utilization of any specialized and disposable equipment or materials necessary to render an emergency scene safe and secure.
