Payment in full of the proper license tax and fee as specified in this article, the issuance of a certificate of license under the provisions of Section 733.02 and the fulfillment of all terms and conditions of such grant and the payment of all delinquent taxes and fees or any interest or penalty thereon due and owed the City shall be conditions precedent to the transaction of any business, activity, trade or employment for which a license is required by this article.
