No person shall, without a license, engage in or prosecute, within the City, any business, activity, trade or employment for which the City may legally require a license to be obtained. The license taxes specified in this article are hereby levied on every person engaging in or prosecuting within the City any businesses, activities, trades or employments named in this article.
