712.07 RULES AND PROCEDURES.
   (a)    The Code Official shall have authority to promulgate and adopt rules and procedures for the interpretation and enforcement of this article.
   (b)    The rules and procedures shall be on file at the Engineering Department and at the City Clerk's office, and shall be provided to each applicant for a Residential Rental License upon a request for an application.
