Any person soliciting funds, subscriptions or contributions without a permit or certificate duly issued by the Chief of Police or in any manner not authorized by the Chief, shall be fined fifty dollars ($50.00) per day for each day such offense shall occur, each day being a separate offense, to a maximum fine of five hundred dollars ($500.00). Such fine may be waived by the Chief, subject to the review of the Board of Solicitation Review.
