(a) There is hereby created a non-partisan Board of Solicitation Review, consisting of three members. The three members shall be the City Treasurer, a member of the Police and Executive Committee of Council and a member of the Review and Appeals Committee of Council, the latter two appointments to be made by the Mayor.
(b) The Board shall elect one of its members as chairman. The members of the Board shall serve without salary. The Board shall have the power to prescribe rules and regulations for the carrying out of the purposes herein expressed. The Board shall meet at a time to be fixed by the Board, as often as necessary to perform the duties imposed on the Board in this article.
