545.14 PARENTAL RESPONSIBILITY; PURCHASE FOR OR GIFT TO MINOR.
   (a)   Permitting Violations. No parent or guardian of a minor child shall knowingly permit his minor child to commit any act in violation of any of the provisions set forth in Section 545.11 or 545.12 . In the event of a violation by a minor child of any of the provisions of such sections, then any parent or guardian of a minor child who shall have permitted the purchase by or for, or a gift to his minor child of any of the weapons, arms or implements described in such sections, shall be deemed prima facie to have knowingly permitted his minor child to have violated the provisions of such sections.
 
   (b)   Purchase For or Gift to Minor. No person shall, without the permission of a parent or guardian of a minor child purchase for or make a gift to a minor child of any of the weapons, arms or implements described in Section 545.11 or 545.12 .
