541.04 "KICKING" OR PROPELLING UNATTACHED CARS ACROSS STREETS.
   No person in charge of any railroad engine or train shall "kick" or otherwise propel any unattached railroad car across any street, unless a man is stationed at the end of the car first approaching the crossing. Such man so stationed shall have the car fully under control so that he can promptly stop it in the event of danger.
