(a) No person shall post any bill, poster, advertisement, slogan, picture, design or writing of any description on any public property without the authority of the City or other public entity having ownership or control of such public property; and no person shall post any bill, advertisement, poster, slogan, design, picture or writing of any description on any property without the written consent of the owner thereof.
(b) The term "posting," within the meaning of this section, includes, but is not limited to, posting bills, painting, writing or reproduction in any medium, including painting, writing, cutting or engraving upon rocks, natural structures, bridges, streets, sidewalks, buildings or other structures, grass, trees or shrubbery.
(c) The requirement to obtain written consent as specified herein shall be in addition to and not in lieu of any other provision of this Code, including the revised Zoning Ordinance or of general law.
