A bowling alley, or billiard, pool or bagatelle table licensee, his agents or employees, shall not permit any person in any manner to bet or wager anything of value upon any game played upon the alleys or tables in question. Such licensee and his agents or employees shall not permit anyone to bring intoxicating liquor of any kind into such building or other place where such alleys or tables are located.
