509.03 MUSIC OR NOISE MAKER.
   No person shall play, or cause to be played, on and about the premises of any drive-in establishment, restaurant, private residence, public street or other public gathering place, or within any motor vehicle, any record player, juke box, public address system or other music or noise maker, provided, that it shall be permissible for such record player, juke box, public address system or other music or noise maker to be played within the walled premises of such drive-in establishment, restaurant, private residence, motor vehicle or other public gathering place, if the tone and volume therefrom shall be moderate and shall not disturb or otherwise create or constitute a private or public nuisance to anyone or all of the abutting property owners or their tenants; provided further, that this section shall not be construed to apply to public or semipublic civic meetings, dances or other gatherings of one night's duration.
This section shall be effective twenty-four (24) hours a day, but shall not be construed to apply to public utilities.
