(a) There is hereby established a bird sanctuary for all birds, including game birds, but not including crows, starlings, magpies, pigeons or other birds now or hereafter classified as pests by the Director of the State Department of Natural Resources, Bureau of Wildlife Management or such other State official as may be now or hereafter charged by State law with such authority.

(b) The perimeter of the bird sanctuary shall be bounded as follows:
On the southeast, south and southwest by the South Charleston corporate limits and proceeding therefrom in a continuous and unbroken line bounded by the rights-of-way of Lincoln Drive, Kanawha Turnpike and Chestnut Street to the point at which Chestnut Street intersects the South Charleston corporate limits.
