505.09 ANIMAL BITES.
   Every person owning or harboring any animal in the City, whether licensed or unlicensed, which shall bite any person or other domesticated animal shall forthwith place the animal, at his own expense, in the custody and care of a licensed veterinarian for observation for a period of ten days. Any person who fails to comply with the requirements of this section shall be subject to a fine of not less than three hundred dollars ($300.00) or more than five hundred dollars ($500.00) and the following procedure shall be followed: the Animal Warden shall seize the animal and shall secure the services of the West Virginia Department of Health to test such animal for rabies with any costs incurred to be paid by the owner.
