505.07 DOG DEFINED; LICENSE, FEE AND TAG.
   (a)   Definition. "Dog" means and includes all members of the canine family, of either sex and at least six months of age, unless otherwise specified hereinafter.
   (b)   License Fee; Expiration. The fee for a dog license shall be three dollars ($3.00) for each male and three dollars ($3.00) for each female dog. The dog license shall expire June 30 following the date of issue. Payment of the license fee shall not be required for dogs in a licensed kennel or veterinary hospital.
   (c)   License Application; License Tag; Rabies Certificate. Every person owning, maintaining or harboring a dog in the City shall apply to the City Treasurer for a license for each dog so owned, maintained or harbored, and such application shall show whether the dog in question is a male or female. After the payment of the fee set forth in subsection (b) hereof, the City Treasurer shall issue to such person a license together with a license tag, which tag shall be fastened to the collar of the dog so licensed. Before issuing such license and license tag, the City Treasurer shall require that there be exhibited to him a certificate from a registered professional veterinarian to the effect that the dog in question has been duly and properly inoculated for rabies.
   (d)   When Dog Acquired. When a dog is acquired, a license shall be obtained as aforesaid immediately after the date of acquisition.
   (e)   Unlawful Attachment or Removal of Tag. No person shall attach a license tag to any dog to which it was not issued or remove a license tag from the collar of any dog without the consent of the owner. (Ord. 1921. Passed 7-17-97.)
   (f)   Keeping Dogs. No person shall keep or permit his or her premises to harbor more than two dogs within the City unless such person shall have first obtained from the Property Board a permit to keep or harbor such dogs. For purposes of this section, “harbor” means to provide or furnish food and/or shelter. The Board may issue such permit if it determines in its discretion that such dogs will not constitute a nuisance, health problem, and/or unsanitary condition. Nothing in this subsection shall be construed as limiting the authority of the Property Board to declare maintaining two or fewer adult dogs a nuisance upon proper findings and to order the abatement of that nuisance. Any person found in violation of this section shall have thirty days from the date of notice of violation to apply to the Board for the required permit. Any person who fails to apply for the required permit within thirty days shall be subject to a fine of not more than fifty dollars ($50.00) per day for each day following the initial thirty-day notice period.
