(a) No person may keep or harbor any cow, calf, horse, colt, mule, pony, goat, sheep, hog, swine, bee, chicken, duck, goose, turkey, pigeon, or any other wild or domestic animal within the City.
(b) This section does not apply to the following:
(1) Parrots, parakeets, and other caged song birds:
(2) Dogs, cats, hamsters, gerbils, rabbits, guinea pigs, chinchillas, ferrets, turtles, tortoises, fish, lizards, non-venomous and non-constrictive snakes, mice, and rats that are domesticated and kept as pets: Provided, That such animals do not constitute a nuisance, do not create an unsanitary condition, or are not a known danger or health risk;
(3) Dogs that are service animals under the Americans with Disabilities Act (ADA) and miniature horses that have been individually trained to do work or perform tasks for people with disabilities and that can be accommodated: Provided, That such dogs or miniature horses are harnessed, leashed, or tethered when in public, unless the individual's disability prevents using these devices or these devices interfere with the service animal's safe, effective performance of tasks;
(4) Animals confined in stores, restaurants, meat markets, processing plants, or butcher shops established for and engaging in the processing or sale of such animals or animal meat for the purpose of human consumption, pet food, or fish bait;
(5) Animals utilized by law-enforcement agencies or first responders;
(6) Animals at licensed pet shops, kennels, catteries, and veterinary clinics or hospitals; and
(7) Animals professionally used in spectator events, shows, exhibitions, motion pictures, or television, under the control of the animals' handler, temporarily in the City for entertainment or educational purposes: Provided, That they do not constitute a nuisance or danger to the public.
