(a) Definition. "Cat" means and includes all members of the feline family, of either sex, unless otherwise specified hereinafter.
(b) Noisy Cats. No person shall own or keep within the City any cat which shall, by squalling, crying or in any other manner whatsoever disturb the peace and quiet of any neighborhood. (Ord. 1931. Passed 11-6-97.)
(c) Roaming At Large. No owner or keeper of any cat shall permit it to roam at large within the City at any time, except on the property owned or occupied by the owner of such cat. Any cat found roaming at large in violation of this section shall be seized by the Animal Warden and forthwith impounded at the owner’s expense.

(d) Keeping Cats. No person shall keep or permit his premises to harbor more than two cats within the City unless such person shall have first obtained from the Property Board a permit to keep or harbor such cats. For purposes of this section, “harbor” mean to provide or furnish food and/or shelter. The Board may issue such permit if it determines in its discretion that such cats will not constitute a nuisance, health problem, and/or unsanitary condition. Nothing in this subsection shall be construed as limiting the authority of the Property Board to declare maintaining two or fewer adult cats a nuisance upon proper findings and to order the abatement of that nuisance. Any person found in violation of this section shall have thirty days from the date of notice of violation to apply to the Board for the required permit. Any person who fails to apply for the required permit within thirty days shall be subject to a fine of not more than fifty dollars ($50.00) per day for each day following the initial thirty-day notice period.
