(a) The parking lot operated by the City on Sixth Avenue in the City shall become an optional sticker lot as soon as possible after the passage of this section.
(b) Parking stickers shall be issued based on the following fee schedule:
(1) Eighty dollars ($80.00) per year per automobile; and
(2) Twenty dollars ($20.00) for each quarter of one year.
(c) Payment shall be accepted and stickers shall be issued through the Treasurer's office.
(d) This sticker validation shall be available in addition to the present meter system.
(e) There shall be a designated area in the Sixth Avenue lot for sticker parking.
