331.09 REPORT OF ACCIDENTS TO POLICE CHIEF OR DEPARTMENT.
   It shall be the duty of the owner, operator or person in charge of any motor vehicle which may be involved in an accident within the City, either by collision with another vehicle or obstacle or otherwise, whereby any person is injured or damage is done to any vehicle or other property, to report such accident with the details and the facts concerning the same to the Chief of Police or an official of the Police Department of the City in charge of police headquarters, within twenty- four hours from the time of such accident.
