311.03 TOY VEHICLES ON STREETS.
   (a)   General Prohibition. No person shall roller skate, ride a skateboard, sled or any toy vehicle on any street except while crossing a street on a crosswalk and except on streets set aside as play streets. The rules relating to pedestrians crossing streets shall apply to persons crossing a street on roller skates or riding a skateboard. No person shall cross a street while riding a sled or other toy vehicle.
   (b)   Sidewalks. No person shall roller skate, ride a skateboard, sled or any toy vehicle in a reckless manner on any public sidewalk. No person shall roller skate, ride a skateboard, sled or any toy vehicle without exercising due care for the safety of other persons using the sidewalk.
   (c)   Study Committee. The Mayor, with the approval of Council, shall appoint a study committee to be known as the Street Skate Study Committee. The Committee shall consist of five members. At least one member of the Committee shall, if possible, be in the business of producing, distributing, selling or renting street skates. At least one member of the Committee shall be under the age of twenty-one years. The Committee shall make studies and recommendations on areas that might be devoted to roller skating and skateboard riding, including areas presently owned by the City and areas recommended by the Committee to be acquired by gift or purchase.
