The Police Department shall have all the powers and duties granted or given by this Traffic Code in relation to the management and control of traffic, and shall, furthermore, have full power and it shall be the duty of all police and traffic officers of the City to see that any and all provisions of this Traffic Code are rigidly enforced and observed.
