167.61 POSITION CLASSIFICATION PLAN.
   (a)   Responsibility for Administration. The Mayor shall be responsible for administering the classification plan and may vest part or all of this responsibility in the City Administrator or his designee.
   (b)   Allocation of New Positions. When a position becomes vacant or a new position is proposed, the department head shall develop a tentative position classification covering the duties and responsibilities for the position. The Mayor shall allocate the position to one of the classes in the position classification plan. If a suitable class does not exist, he shall recommend the establishment of a new class and after adoption of the new class by the Council as provided in subsection (g) hereof, shall allocate the position to it.
   (c)   Allocation Appeals. If an employee has documented facts which indicate to him that his position is improperly allocated or if the duties of the position change, he may request a review of the allocation of his position. Such request shall follow the chain of command in writing and shall contain a statement of justification.
   (d)   Maintenance.
      (1)   Each time a vacancy occurs, a position description shall be completed and submitted to the Mayor for review of the allocation of the position. This requirement may be waived by the Mayor in cases where changes in the duties or responsibilities of a position have not occurred.
      (2)   Any time a department is reorganized, position descriptions for all affected employees shall be submitted to the Mayor for review.
      (3)   The Mayor may require employees to submit a position description on a periodic basis, or at any time he has reason to believe that there has been a change in the duties and responsibilities of one or more positions.
      (4)   Each time a new class is established, a class specification shall be written and incorporated into the existing plan.
      (5)   Every two years, the Mayor shall conduct a general review of the position classification plan.
   (e)   Interpretation of Class Specifications. The class specifications are descriptive and are not meant to restrict an employee categorically. They are intended to give a polarization of like duties, skills and eventual pay.
   (f)   Official Copy. The Mayor shall be responsible for maintaining an official copy of the position classification plan. The official copy shall contain all rules and regulations regarding the plan, class specifications, etc. Copies of the official plan shall be made available to the public under reasonable conditions during business hours.
   (g)   Amendments. The classified service shall consist of all classes of positions included herein with such changes as may be made from time to time by Council.
   Each time it appears desirable to establish a new class of positions or to abolish a current class of positions, the Mayor shall submit his findings and recommendations to Council as to the nature and reasons. Council shall then determine the necessary action. Such changes shall take the form of amendments to this section.
   (h)   Allocation of Existing Positions. The positions covered by the position classification plan are hereby allocated to appropriate classes in accordance with the allocation lists herein. The Mayor shall notify each employee of his allocation in writing.(1970 Code Sec. 21.1- 48 to 55)
