167.60 CONTRACTORS' EQUAL EMPLOYMENT OPPORTUNITY COMPLIANCE.
   (a)   All contractors, vendors and suppliers doing business with the City on a contract or bid basis shall file with the City a statement of their equal employment opportunity policy, which policy is to be satisfactory to the Equal Employment Opportunity/Affirmative Action Officer and/or the Mayor. This statement shall be in compliance with federal, State and local civil rights laws. Upon approval of the City's administration, the Equal Employment Opportunity/Affirmative Action Officer may assist such contractors, vendors and suppliers in the development of such policy and/or provide such document wherein the document of compliance shall be phrased so that it shall provide assurance of equal employment opportunity.
   (b)   It is herein mandated that all bidders shall certify that they are equal employment opportunity employers to be included with the specifications for all construction contracts.
   (c)   The duties of the Equal Employment Opportunity/Affirmative Action Officer in this respect shall be as follows:
      (1)   To establish rapport with contracting agencies, with City, State and federal agencies and to encourage cooperation in the implementation of the policies and procedures of this program;
      (2)   To coordinate the contract compliance program with all the City departments which execute or administer contracts in order to accomplish the policies and procedures of this program;
      (3)   To hold meetings, private or public, for the purpose of achieving compliance of the contract compliance program;
      (4)   To periodically review and examine the employment practices of any contractor, subcontractor, vendor or supplier with the City to determine whether the contract compliance provisions of the affirmative action program have been and are being met. Reports of such review and examination shall be provided to the Mayor, Council and the contractor.
