167.58 ANNUAL REVIEW AND EVALUATION OF AFFIRMATIVE ACTION PROGRAM.
   (a)   In the pursuit of an effective affirmative action program, it shall be the responsibility of the Mayor to annually review and evaluate the affirmative action program and its administration.
   (b)   Such review and evaluation shall include the development of objectives and a realistic approach to appropriately set goals, timetables and methods of reviewing and auditing the program.
   (c)   To facilitate such review and evaluation, records of minority employment shall be monitored and reported on for the purpose of program appraisal.
