167.57 AFFIRMATIVE ACTION GOALS.
   (a)   The City shall actively pursue the long range goal of assuring that the distribution of minority and women employees in all departments shall be consistent with the basic policy of equal employment opportunity without regard to race, religion, national origin, ancestry, sex, age or handicap. Under the supervision of the appointed Equal Opportunity Employment/Affirmative Action Officer, each department shall follow the City's plan for affirmative action in the areas of employment and promotion and shall complement and contribute to the overall plan described herein.
   (b)   Each department shall implement a realistic schedule of placement and promotion of minorities and women, based on the employment study of the City and pursue it.
   (c)   Affirmative action goals for the City in the area of employment are to reach and maintain a balance of minorities and women in all departments. The City shall strive to insure that, as funds permit, minorities and women are given equal employment opportunities and mobility through increased training and educational programs.
