167.42 PROMOTIONS AND TRANSFERS.
   (a)   When an employee is promoted to a position in a higher class, his salary shall be increased to the minimum rate for the higher class. In the case of overlapping ranges, the promoted employee shall be increased by five percent (5%) above his salary before promotion. Promotional increases may be delayed for a period not to exceed ninety days, pending proven ability to perform the job to which promoted.
   (b)   There shall be no immediate change in the salary rate of an employee who is transferred unless his salary is below the approved minimum of the new position. If an employee is transferred to a position in a class having a higher salary range than the class from which he was transferred, such change shall be deemed a promotion and the provisions governing promotions shall apply.
