167.30 HOLIDAYS.
   (a)   Specified. Holidays to be observed with pay shall be as follows:
(1)   New Years's Day

      (13)   Any other day on which a special, primary or general election is held throughout the State or City.
      (14)   Any other days the President or Governor, with the concurrence of the Mayor, may proclaim as a legal holiday.
   (b)   Coinciding with Weekends. If a holiday falls on a Saturday, the previous Friday shall be observed. If a holiday falls on a Sunday, the following Monday shall be observed.
   (c)   Compensation. In order to be paid for a holiday, employees other than fire or police personnel shall work a full day on the preceding and following work days unless on vacation or otherwise excused by the Mayor. Such employees who are not scheduled to work, but who actually work the holiday shall receive their holiday pay plus one and one-half times their regular hourly rate of pay for all hours actually worked on such holiday. The Mayor may direct work on holidays when he deems it necessary. There shall be no pyramiding of double-time on time and a half or vice versa under any circumstances.
   (d)   Police Officers and Fire Fighters Compensation. The following shall constitute the holiday pay provisions for full-time police officers and fire fighters employed by the City:
      (1)   Timing of holidays. Holidays shall be observed when the holiday actually falls, rather than the day on which other City employees may observe the holiday. For fire fighters, a holiday shall begin at 12:00 a.m., midnight, the morning of the holiday, and end at 12:00 a.m., midnight, the night of the holiday. For police officers, the holiday shall begin at 11:00 p.m. the day before the holiday, and end at 11:00 p.m. the day of the holiday.
      (2)   Pay if scheduled off on holiday. A police officer who is not scheduled to work, and who doesn't work, on a holiday shall receive eight hours compensatory time off, with pay, to be scheduled in the discretion of the Police Chief. A fire fighter who is not scheduled to work and who doesn't work, on a holiday shall receive twelve hours compensatory time off, with pay, to be scheduled in the discretion of the Fire Chief.
      (3)   Pay if scheduled to work on holiday. A police officer who is scheduled to work, and who does work, on a holiday shall receive eight hours compensatory time off, with pay, to be scheduled in the discretion of the Police Chief, as well as one and one-half times his regular rate of pay for the actual hours worked. A fire fighter who is scheduled to work, and who does work, on a holiday shall receive twelve hours compensatory time off, with pay, to be scheduled in the discretion of the Fire Chief, as well as one and one-half times his regular rate of pay for the actual hours worked.
      (4)   Calculation of overtime pay. Police officers and fire fighters shall be paid one and one-half times their regular rate of pay for any consecutive hours worked beyond the normal work shift or beyond forty hours in a normal work week. There shall be no pyramiding of time and one-half on time and one-half.
      (5)   Relationship with other provisions. To the extent the provisions of this subsection conflict with any holiday pay provisions governing all City employees, these provisions shall control. To the extent that the provisions of this subsection are silent in regard to holiday pay procedures or the City personnel policy in general, such procedures or policy shall control.
   (e)   Part-time Employees Compensation. Part-time employees shall not be paid for holidays unless they work.
   (f)   Floating Holiday. One floating holiday is hereby established in each calendar year for the employees. Such holiday shall be taken at the direction of the Mayor and shall fall on either the day after Thanksgiving or the day before Christmas day. Such holiday shall be scheduled in advance in order not to hamper the normal operation of the City. Such floating holiday shall not be accumulated past the end of the calendar year.
