Any City employee who shall have two garnishments or similar claims against his wages at one time shall be subject to the following procedure:
(a) The City employee shall be requested to attend a meeting with the Mayor, City Attorney and the employee's department head, at which meeting the employee's financial problems shall be discussed.
(b) If the Mayor, City Attorney and the employee's department head deem it necessary, they shall request the City employee to contact the Charleston Credit Bureau and to make arrangements through such bureau for the management of the employee's financial affairs.
