(a) No regular employee shall be required to work more than sixteen hours continuously without at least eight hours off work. Any employee who refuses to work during an emergency, when physically able to work, or unless excused by his department head, shall be subject to disciplinary action.
(b) Any employee who actually works more than forty hours in any workweek shall receive compensation for his employment in excess of the hours specified above at a rate not less than one and one-half times the regular rate at which he is employed.
