153.05 RULES AND REGULATIONS.
   (a)   The Property Board may adopt rules and regulations for its government.
   (b)   The Property Board may make such rules and regulations, not inconsistent with the Charter or laws of the State and the provisions of this Code and other ordinances of the City, as shall tend to preserve and promote the maintenance of property within the City.
