Any library established or maintained by virtue of this article shall be free for the use of all persons living within the City except for those charges for which provision may be made elsewhere in this article. The use of the library is subject to reasonable rules and regulations adopted by the Board of Directors of the library. The Board may extend the privilege and use of the library to nonresidents upon such terms and conditions as it may prescribe.
