151.04 BOARD OF DIRECTORS APPOINTMENT; TERM; VACANCIES;COMPENSATION.
   When the public library is established under this article, the Mayor shall appoint five members of the Board of Directors, chosen from the residents at large from the City with reference to their fitness for such office and the Directors shall hold office for five years from the date of their appointment and until their successors are appointed and qualified; provided, that upon their first appointment under this article one shall be appointed for a term of one year, one for a term of two years, one for a term of three years, one for a term of four years and one for a term of five years; and thereafter all appointments shall be for terms of five years. Vacancies in the Board shall be immediately reported by the Board to the Mayor and Council and filled by appointment in like manner, and, if an unexpired term, for the remainder of the term only. A Director may be removed for just cause in the manner provided by the bylaws of the Library Board. No compensation shall be paid or allowed any Director.
