Any library established, maintained or supported by the City may be financed either by the appropriation from the general funds of the City of a sum sufficient for the purpose, or by the imposition of an excise levy for library purposes, in accordance with provisions of West Virginia Code 11-8-16. Such sums appropriated hereunder shall be transferred to the Public Library Board for deposit and disbursement as the Board shall direct. By such transfer Council designates the Board as the disbursing agent.(1970 Code Sec. 23-2)
