There is hereby created, pursuant to West Virginia Code, Article 8-26A, as amended, a municipal historic landmarks commission to be known as The South Charleston Historic Landmarks Commission, hereinafter referred to as the Commission, which shall be a public corporation having perpetual existance and, except as hereinafter limited, shall have all the power and authority as contained in West Virginia Code 33-26A, as amended.
